The uni-ball Signo gel pen has long been my absolute favorite for white ink, and the gold has also been a go-to pen for the last several years. They perform consistently well and are fantastic for writing on dried paint and collaged surfaces, but make sure that your surface is totally dry and, like all gel pens, they won't write over anything wax or oil-based like a crayon or oil pastel.
The lines are bold with good coverage and I love the opaque white and the great metallic sheen of the silver and gold. If you're one who uses all three colors, this is a great way to grab them all in a single pack.
If you do find that you have trouble getting the pens to write, I've heard all kinds of tricks, including sitting on them to warm them up! For me however, the best tip is honestly just to run the ball tip across your finger or thumb. The friction from your skin usually gets the ink flowing again. As long as you make sure not to to write over wet paints or mediums, they're consistent and long-lasting. (I've used several of them with no issues until the ink was totally dry.)
