Water soluble oil pastels are the best of both worlds... they go on like regular oil pastels and you can blend and mix them in much the same way. Or you can lay down color or lines and then blend and paint with water to get a watercolor look in your work. Once dry, the color is permanent and you can continue to build more layers on top. I like to use them with waterbrushes... you can put them on the substrate first and then use the brush, color them on a palette and pick them up with the waterbrush like paint (which also allows you to mix colors,) or touch your wet brush tip directly to the pastel to pick up color and add it to your project (clean in between colors to avoid contamination.)
